I generated a raw transaction for submission into Sepolia:

I’ve submitted it to etherscan’s raw submission page, but I don’t seem to get any feedback. I also put it through ethereumdecoder, and it to me it looks like any of the other standard transactions.

What’s wrong with it, and what tools do I need to debug these types of issues myself?
